STL files carry no unit metadata. Select the unit your DCC exported (most miniatures are modeled in mm) before reading scale output.

Does the scale converter account for printer shrinkage?
No — it reports the exact modeled dimensions at your chosen ratio. Material shrinkage varies by filament/resin and printer calibration, so factor that in separately before finalizing tolerances.
